Along with the fast pace of China’s modernization, tremendous development of the society and economy, municipal cities have made unprecedented progress in many aspects. In the meantime, the urban administration is also confronted with increasingly serious difficulties. Many citizens have dissatisfaction and criticism towards current urban administration methods. The writer, as an urban management worker, is doing a comprehensive and in-depth research on the real difficulties of urban administration law enforcement environment and optimizing this project so as to improve urban administration law enforcement environment, and exploring working paths of urban administration law enforcement by using my own work experience and theoretical knowledge.Such methods as researching, induction&deduction, comparison&integration, and empirical analysis are applied in this paper. The paper begins with the overview of urban administration law enforcement theory and deeply analyzes the specific connotations of urban management and its law enforcement, then presents and analyzes the real situations of our country’s urban administration law enforcement and outlines the causes to come to a conclusion that the factors of the current urban administration law enforcement difficulties are caused by incorrect law enforcement philosophy, inadequate legal basis, and non-standard law enforcement measures, On the basis of this analysis, this paper points out a few specific measures and ideas about optimizing urban administration law enforcement environment which includes changing law enforcement philosophy, sticking to "people-oriented", reforming urban administration systems, promoting management level, strengthening legal system, improving relevant legal rules®ulations, standardizing urban administration law enforcement procedure and measures, and boosting supervising mechanism of urban administration law enforcement. Through the research on this project, efforts are taken to gradually improve urban administration law environment and promote urban development.
