Recently, with the help of cloud-computing, Internet of Things, the next generation of Internet technology, the country contributes to a tide of the digital urban management system upgrading to Smart City Administration.Therefore, the author summaries and references experiences of urban management at home and abroad and e-government related patterns. And, by using literature analysis, case analysis, investigation, interview, method of combining the theory with practice, the author puts forward views that we can take advantage of Smart Urban Administration’s rising opportunities, also relies on the technical advantage of Smart Urban Administration to do some works to Urban Administration and Law Enforcement as process reengineering, publishing comprehensive law enforcement practice, limiting discretion, optimizing the performance evaluation of comprehensive administrative law enforcement, and finally ensure the individual rights of both lawman and the other party. Taking Kunming for example, the author does arguments and analysis to find the bonding point of Smart Urban Administration and Urban Administration and Law Enforcement, making positive developments of Urban Administration and Law Enforcement.
