As the old Chinese saying goes, To get talent is the most important thing for politics to do. For over30years, the reform of the cadre and personnel system has always been the breakthrough point of China’s political system reform. Competitive selection system is among the top priority in the reform of the cadre and personnel system, which is also the most vigorous reform system.This paper first clarifies the related concepts of competitive selection, to identify the scientific definition of competitive selection system, namely:democracy and publicity are the core value of competitive selection, equity and justice are the practice base of competitive selection, competitive selection is the final objective, scientific and reasonable execution is the fundamental guarantee of competitive selection.At the same time, comparative analysis of the competitive selection with elective system,and systematic analysis of the competitive selection course of development.On this basis, the writer analyzes the present competitive selection situation of the B County in Shandong province on the one hand, to find out the existing problems and causes:to judge on the level of grades, which has not formed the distinctive direction of employment yet; capriciousness is quite strong, which has not established a standardized operating mechanism yet; the quality of selection is not high, which has not established scientific evaluation mechanism. On the other hand, through drawing lessons from part of the domestic competitive selection practices, the writer put forward perfect countermeasures to competitive selection cadre mechanism:To build a competitive selection system which is coordinating, scientific and standardized, sunshine operation, surporting in place, the writer analyzes from four aspects as:the operation perfection, evaluation, supervision, supporting mechanisms, to achieve full coverage of, to improve normalization, scientific, standardization level of the competitive selection mechanism. There are the countermeasures, first is the reasonable co-ordination, to standardize competitive selection mechanism, which including clarifying the Definitive Guide to principles to improve the ideological understanding; improving operating management to promote comprehensive benefits; focus on system planning to ensure reasonable design. Second is the scientific setting, perfect competitive selection evaluation mechanisms, which including:scientific analysis of job characteristics to improve selecting targeted level; reengineering competition process to improve the efficiency of selection; scientific evaluation of the content to improve the accuracy of selection;scientific investigation method to improve the level of selection comprehensively; scientific analysis of the results, to improve the selection of excellence. Third is the sunshine operating to consolidate supervision mechanism of competitive selection, which including:expanded elective democracy; to strengthen supervision to ensure the impartiality. Forth is the system safeguard to perfect competitive selection matching mechanisms, including:promoting the overall reform; perfect follow-up training system; to establish regular assessment mechanism.
