“For the way of politics,the first is to win people”.Party and government leading cadres are the backbone of the party and state undertakings.They are practitioners,organizers and promoters of the cause of socialism with Chinese characteristics in the new era.They must not only play the role of planning,decision-making,organization,command,coordination and control,but also effectively implement the party and country's line policy and policy decisions.In the various undertakings of the party and the state,the party and government leading cadres are in a key position,which determines the importance of choosing the party and government leading cadres,because this is related to the success or failure of the party and the country to some extent.It is related to the fundamental interests of the broad masses of the people.Under the new situation,high-quality party and government leading cadres are the "key minority" and backbone of the party and state undertakings.Choosing the right cadres and using the cadres is the important task of the party and the important things of the country.The selection of good cadres is inseparable from scientific,standardized and effective system design and a series of supporting measures.The party and government leading cadre selection mechanism is an important part of it.Therefore,further innovation in the selection mechanism for party and government leading cadres is an urgent and important task for deepening the reform of the cadre personnel system.This paper is based on combing and summarizing the relevant research status at home and abroad.Firstly,the connotation of the mechanism is redefined through the comparative analysis of the system and mechanism,and the connotation,main features and constituent elements of the party and governme nt leadership selection mechanism are elaborated;Secondly,the related theory is elaborated.Including the theory of party management cadres,the theory of person-to-job matching and the theory of talent quality assessment,which laid a theoretical foundation for the subsequent discussion.Finally,the importance of innovating the selection mechanism of party and government leading cadres in the new era is elaborated from three perspectives.On the basis of the above analysis,the development process of the selection mechanism of party and government leading cadres was sorted out.Since the reform and opening up,the reform of party and government leadership has undergone a different stage of development,such as the abolition of the "lifelong system" period,the initial establishment of the system,the period of institutional perfection,and the period of institutional deepening.At the same time,find out some problems based on the development process.For example,the scientificization of the brewing motion of party management cadres is not enough.The democratic participation and openness of the democratic mechanism are insufficient.The scientific nature of the competition examination is urgently needed.The phenomenon of illegal selection still exists,and the moralization of party and government leading cadres is empty.This paper believes that the above problems are caused by the negative influence of feudal ideology on the one hand and the imperfect selection mechanism of the party and government leading cadres on the other.Therefore,this paper believes that the mechanism for selecting the party and government leading cadres should start from three aspects.First of all,we should adhere to the principle of four directions: persistence in political standards,adherence to scientific innovation,adherence to democracy and the rule of law,adherence to fairness and justice,openness and transparency,and adhering to the direction of improving the satisfaction of the masses.Secondly,in terms of specific measures,we should start from five aspects: democratic mechanism,competition mechanism,supervision mechanism,investigation mechanism and accountability mechanism.Finally,a relevant safeguard system should be established.Based on these measures,we will innovate the selection mechanism of the party and government leading cadres in China,thus providing the impetus and laying the foundation for the reform of the cadre and personnel system in China.
