The world today is full of crisis and the international situation is changeable and unpredictable.With this background, the governmental management on public crisis has to keep pace withtimes. Accordingly, the governmental media management is in the process of transition. With theincreasing complex of media forms and function environment, the government needs to improvethe management abilities for further efficiency.The thesis can be divided into three parts: the first part is theoretical exposition, the secondone is the linking theories with practice, and the third one is theories to practice. The thesisfirstly starts from public crisis management, in which the roles and effects of government andmedia are analyzed. With the elaborate of relationship between the government and media, theemphasis of this thesis is lead to the governmental media management. Then the thesis makesmeticulous analysis and research on the governmental media management from three aspectswhich includes administrative management, legal management and content management in orderto pave the way to the details and analysis of events. In the second part, the thesis chooses threetypical events according to need of purpose, that are SARS event, Wenchuan earthquake and7.23event. The three events are the symbols of three stages in the transition of governmentalmedia management and they separately stand for traditional media period, network media periodand we media period. Subsequently, the thesis tries to study the behavior of government andmedia in these events with theories and factors as standers and summarize the experience andlessons. At last, from the experience and lessons, the thesis concludes the transitional law ofgovernmental media management and its future trend of development, in the hope that this thesismay provide theoretical reference to it.
