Geographically speaking, the United States is not a Northeast Asian country,but it is averitable “foreign dominant force” in Northeast Asia. It is the presence of U.S. strategicinterests and strength in Northeast Asia that determine it bound to actively intervene into theaffairs of Northeast Asia. As the world’s only superpower, U.S. participation will inevitablyhave some impact on regional cooperation in the Northeast Asia. Tu men River regionalcooperation, As an important part of the Northeast Asia regional cooperation, also will besubject to a certain degree of U.S. factor.Tu men River regional cooperation can not be separated from the positive interactionwith the neighboring countries, as well as a favorable international environment of NortheastAsia. There have not made great progress in the cooperation in Northeast Asia and the Tu menRiver Area Development for many years. Why? There are some obstacles between regions,such as huge differences in the level of economic development between different countries,unresolved historical issues. And, with the end of the Cold War, the importance of NortheastAsia all over the world has been self-evident, because there has become “Arena” for theworld’s major powers to cooperate and compete. This region is also entangled with the variouscontradictions,which become constraints restricting the Tu men River regional cooperation.Among them, the U.S. factor is the important variable that impact the Tu men River regionalcooperation. Therefore, how to properly handle the relations between Tu men River regionalcooperation and the U.S. factor will have important implications on speed, direction, patternand even the nature of Tu men River regional cooperation. Thus, It has important theoreticaland practical significance to analyse attitude, position and practice of the United States forregional integration, to explore the impacts and possible policy trends of the U.S. factor in theTu men River regional cooperation.
