Research On Traffic Congestion In The Main City Of Guiyang From The Perspective Of Social Governance

The status of traffic is not only related to the image of a city and the benefits of residents,but also a sign of the governance ability of the government.With the increase of the number of city persons and the development of urbanization and modernization,cities are faced with a heavy traffic pressure and a worse traffic condition.Traffic congestion,especially in downtown,has become a mutual and tough problem for governments.Therefore,solving city traffic congestion has been an important livelihood project for the local government.In the Third Plenary Session of the Eighteenth Central Committee of the CPC,the national leaders have put forward some new requirements including the modernization of governance system and ability of the state,the new requirement of governments' public governance ability and the new challenge of management and governance ability for cities of governments.Only by increasingly improving the governance level and methods can we seek common ground while reserving differences in the development of city,and can we achieve the overall promotion of social governance ability of governments.Guiyang is the capital of Guizhou province,it is located in the middle of Guizhou province and in the southwest of China.With the development of economic and society,Guiyang has become an important traffic center and trading base of the southwest area.But,with the development of business,tourism and industry,the increase of floating population and the increasing demands of vehicles,the pressure of the main road in Guiyang is growing and the city presents a congestion situation.Especially in the main city area,the congestion of this area seriously affect residents' life,and it is a challenge for the development of Guiyang.Only by the governance of government to solve this problem has shown various of disadvantages,which has been confirmed by western researchers long time ago,and has also been confirmed by the status of Guiyang's downtown area.Basing on “the multi-center social governance” theory,I analyze the traffic congestion status of the downtown area of Guiyang.And I analyze the reasons of traffic congestion with reference to the social governance theory and discuss the countermeasures of solving this problem.The paper includes five parts.The first part mainly introduces the background,significance and research methods and put forward the author's research ideas.In the second part,through explaining “government failure” and “market failure” and analyzing the shortage of public goods provided by government and market and thelack of other subjects,the paper brings out the feasibility of the social governance theory,in order to make supplement for these failures.In the third part,we analyze the status of traffic congestion in the downtown areas of Guiyang,and the governance status and results to this problem of the local government.In the fourth part,we analyze the governance practice of traffic congestion in Guiyang from governance policy,governance ability and social participation status.In the fifth part,through describing of the governance experience to traffic congestion of developed cities at home and abroad,we analyze the influences of this experience on the governance of traffic congestion of the downtown area in Guiyang.Finally,according to the conclusion of research and the status of Guiyang,we try to construct a mechanism dominated by government and including social organizations,communities,enterprises and city residences.Meanwhile,Drawing lessons from the application of big data in cities at home and abroad,we will construct a social governance mechanism of the traffic congestion of the main city area in Guiyang.Generally speaking,I think the root causes of this problem in Guiyang is the governance ideology,methods and capacities.City is composed of diverse parts and the production of public affairs is also from diverse subjects.Urban roads are public resources,the traffic congestion of a city is related to the public interests of the relative subjects.It is a kind of public affairs.Therefore,we can't do well in traffic governance without the participation of diverse subjects.Only by involving the diverse subjects in the public affairs can we solve the public interests problem of diverse subjects and resolve conflicts from the source of contradiction.
