Training as a government and the human capital investment of the enterprise, its successdepends heavily on training needs analysis.Because the training needs analysis is the first stepof training management activities, it determines the training can aim at the right target, andthen affect the ability to design and provide targeted training course.Therefore the trainingeffectiveness plays a crucial role in.If not effective demands of training, the training goal isnot accurate, the lack of targeted training will lead to human capital investment failure, causeda great waste of resources.Study on the training demand can use the complex method, can alsouse simple method.This paper contrasts the domestic and foreign training needs of theresearch current situation, elaborated in the civil servants of section chief training trainingneeds as the primary link importance; according to the training needs of the elements,research contents, research methods and principles in detail, determined the demands oftraining in training in the core position.Then based on the training needs of the main contentof the research framework, with the city of Guangzhou Luogang District public servantstraining of Luogang District as a case, the civil servants of section chief of organizationalstrategy, post duty and personal development three aspects are made investigation and studyand introduction.And through the questionnaire survey method, respectively, from theLuogang District civil servants of section chief of organizational level and individual levelanalysis of the Luogang District civil servants of section chief of training needs, summarized,summed up the current Luogang District civil servants of section chief demands of trainingexisting problems; and based on this, put forward to make Luogang District public servantstraining needs further improvement method research.Due to the current domestic andinternational civil servants this level of training needs of the theoretical results is relativelyless, both for the writing of this paper to bring certain difficulty, also proved that theresearches in the field of practical significance.The hope of Luogang District civil servants ofsection chief of training needs analysis and research, find out the further perfect our countrycivil servant training system strategy, to our country civil servants training system to providesome help.
