Public servants at the grass-roots level are the main body of nation administrative system,which is the essential and indispensable part of our nation administrative system.They are actual executors who executes the nation policy and also the ties between party and people as well as government and people.The style,ability and figure of those public servants can affect the figure of party and government in people’s mind directly.Strengthening education and training toward these public servants is the indispensable way to follow the strategy of our party which are building well-off society thoroughly,deepening reform thoroughly,ruling the country thoroughly and strictly managing party thoroughly.It is also the key to promote modernization and institutionalization and the essential factor of modernized government transformation.Because economy level of our country is still at basic level of socialism,the An hua county,which is a much bigger county with a large amount of public servants than any other county in Yi yang city of Hu nan province,affected by the shortage of resource.In order to increase the efficiency of training those people,it must to distribute those scarce resources more rational.This dissertation is based on the example of training of public servants of An hua county.Through searching journal and files on the internet to understand theories,it realizes the issue of the process of training public servants of An hua county by visiting and investigating.Then,proposing a way to make the strategy come true and considering a solution abased on it to facilitate the fact of training of public servants.The main contents and contributions are as follows:Firstly,this paper expounds the research background and significance of the training of grass roots civil servants.Collection and access to a large number of literature,summarized the research status in related fields at home and abroad,and combined with the actual situation to finalize the research content and research ideas;Secondly,this paper expounds the connotation of grass roots civil servants.Clarified the concept of civil servants,grass-roots civil servants and civil service training.Meanwhile,the paper from the four aspects of basic education and training of civil servants motivation,basic education and training of civil servants of the organization,basic education and training of civil servants of the grass-roots civil servants training facilities,the contents of the definition of the grass-roots civil servants training needs.Finally,this paper takes the training of grass roots civil servants in Anhua County ofHunan city of Yiyang Province as the object of study.First of all,through interviews to determine the basic level of civil service training in the general problems,we designed a questionnaire base on the general problems.In the course of training in recent years,random classes were issued and the questionnaires were analyzed,this paper through the analysis of the questionnaires,the present situation of Anhua County grassroots civil education and training requirements,and the existing problems and their causes are analyzed,according to the causes of the problem are given the corresponding countermeasures and suggestions.
