The self-constructed questionnaire and statistic methods are employed to investigate thefactor structure of civil servants of section chief's competency, to analyze the relationshipbetween civil servants of section chief's competency and other relative factors, and to construct"Civil Servants of Section Chief's Competency Scale". About 2,000 government officers ofGuangdong and Tibet were investigated in this study.1. The factor structure of civil servants of section chief's competency was explored. TheCivil Servants of Section Chief's Competency Model that is composed of four factors wasconstructed by the exploratory factor analysis and the confirmatory factor analysis. The fourfactors are Working Capability," Occupation Morality, Selfhood Style and Working Style.2. The relationship between civil servants of section chief's competency and other relativeconsequence factors were studied. By the regression analysis and the canonical correlation'analysis, we find that competent factors of civil servants of section chief have remarkableforecast effect to such relative consequence factors as job satisfaction, the trust by the leader, thesense of achievement, the sense of attachment, conscientiousness and task performance.3. The relationship between civil servants of section chief's competency and other relativepre-variables was explored. The results show that education level is the main affecting factorwhile other variables like gender, age, time of taking part in jobs and post has no remarkableeffect.4. The differences between competency of civil servants of section chief in Tibet andGuangdong were compared. The results show that the factor structures of Tibet and Guangdongcivil servants of section chief's competency are generally identical, except that the load on eachitem is different. It is because of nationality differences, region differences and religiondifferences. Then the suggestion how to enhance Tibet civil servants of section chief's qualityand ability was given.5. The results show that the status quo of civil servants of section chief's competency existdifference from the ideal patterns. Then the suggestion how to upgrade civil servants of sectionchief's Occupation Morality was given according to the study.
