In recent years in response to the traditional government management drawbacks public service outsourcing is proposed a new model of governance and its nature is bringing the market competition mechanism into the field of public service, so as to break the monopoly of the government in this area, improve public service quality, expand employment, reduce the size of government, improve government efficiency and other purposes. In Western countries, the practice has proven outsourcing public services is an extremely effective way of governance, and since1997, our country also are carrying out the campaign. But cannot be ignored that in the public service outsourcing process easily outbreak risk due to the presence of public service outsourcing range of ill-defined, fuzzy transaction costs, and the existence of multi-agency relationship, rent-seeking, and many other issues. Especially now that our government institutional reform has entered a crucial period, the systematic analysis of the types and causes of risk exists in the government’s public service outsourcing process, will do good to build a mature system of public service outsourcing, and take an important role in promoting the transformation of government agencies in China.The integrated use of administrative science, economics, law, business management, science and many other disciplines of knowledge through literature analysis and interpretation of the background of public service outsourcing as well as domestic and foreign academic research for public service outsourcing theory and consolidated results of previous studies, comprehensive concept of public service outsourcing, outsourcing scope and support outsourcing theoretical basis; through new public management theory, the principal-agent theory, transaction cost theory, theory of risk management, such as the process of public service outsourcing the types and causes of risk exists to elaborate on the case study method and comprehensive analysis of the Shenzhen Urban Management Outsourcing ", so the combination of theory and practical. Finally, based on the analysis of the risk of public services in the outsourcing process, raised mainly from two aspects of the micro-management of the construction of the macroeconomic environment and the government’s public service outsourcing process should proceed with effective risk control. The macro-environment construction of the government’s public service outsourcing include:to improve the socialist legal system; cultivate a mature civil society; further promote the reform of the market economy, and nurture the potential of public service outsourcing suppliers. Micro-management mechanisms include:the establishment of the principle of public service outsourcing projects; create incentives and constraints of the two outsourcing mode; SLA-based contract management mechanism.The innovation of this paper is to apply knowledge of multidisciplinary comprehensive analysis of the risks that may exist in the process of public service outsourcing and IT outsourcing services, the introduction of the government’s public service outsourcing management, the use of a more mature SLA system which can overcome the quality of public services is difficult quantifiable indicators to measure the government to manage the outsourcing process prone to the risk of runaway. However, due to the introduction of the SLA system in the field of government public service outsourcing first time attempt, thus the analysis may still significant crude, this may be the inadequacies of this study.
