Public service reform is a global problem,and how to innovative public service management has become the core part of modern government reform.Traditional public service depends on single government supply,which cannot meet demand of the era.Facing with the penetrating contradiction between social public services expand and government supply ability shrink,outsourcing came into being a new model.Government through the outsourcing to qualified social organizations,directly introduce competition mechanism into public service,which effectively mobilize social forces to enrich the quality and content of public services.Not only reduces cost of public administration,but also promotes the multilevel public service system.Due to China's Reform and Open Policy,social economic has get fall-around development.With economic and social transformation,social needs on public service increasingly increased and diverse.Speed up the process of outsourcing to effectively change the government functions,and establish perfecting purchase service supply mechanism to achieve public service equalization are guarantees to advance harmony social construction and realize the China Dream eventually.Public Select Theory has lay solid theoretical basis for government public service outsourcing,and Delegate-Agent Theory has become practice guidance.This paper will use these two theories as analysis tools to figure out the public service contracting out of Wuhan East Lake New Technology Development Zone,analyzing the real effect of outsourcing practice from decision,implementation and assessment stages.Utilizing dynamic perspective and focus on problems in advance,try to explore targeted improve recommendations and references to the universal.
