Since the beginning of21st century, Various natural disasters occurred frequentlyworldwide,and created significant impact on human survival and development. Thetsunami of Indian ocean occurred in2004, the hurricane “Katrina” of United States in2005,the earthquake of Haiti occurred in2010, and the earthquake occurred in Fukushima ofJapan in2011had caused huge casualties and economic losses. In order to cope withincreasingly frequent natural disasters and reduce the impaction of natural disasters, allcountries around world have attached great importance to the national disaster response.Take full advantage of the rapid development of information and communicationtechnologies to strengthen disaster information sharing, efficient allocation of resourcesand coordinative linkage of disaster response among multi-sectoral to achieve thecollaboration of disaster response has become the focus of attention of the nationalgovernments and academic circles.China is one country of the most serious natural disasters in the world. Various naturaldisasters affect China every year, and cause tens of billions of dollars of economic losses.For example, South snowstorm, Wenchuan earthquake and Yushu earthquake caused hugeeconomic losses. Compared to the cities, China’s vast rural grass-roots areas (especiallyunderdeveloped areas) are affected more serious and be caused greater loss because ofweak disaster response. How to improve disaster response capacity of the rural grass-rootsareas is the top priority of China’s disaster response. This article studies that the effectiveway to improve disaster response capacity of our rural grass-roots areas are carry outmulti-sectoral collaboration of disaster response and create grass-roots’ collaborativeplatform of disaster response. This article studies the situation of grass-roots’ collaborativedisaster response through documentary research and questionnaires. The study indicate thatimperfect institutional mechanism, low penetration rate of the primary computer andinternet, low knowledge level of personnel of grassroots’ disaster response and lagconstruction of information system of grassroots’ disaster response are important factors torestrict build grass-roots’ collaborative platform of disaster response. Finally, preliminarycreate a grass-roots’ collaborative platform of disaster response from system’s composition,build process, build ideas and general structure model.This article is divided into six parts: The first part is introduction. This part isintroduces this paper’s research background, significance, research status and innovation.The second part is a theoretical overview. This part combs collaborative theory andinformation management theory detailedly. The third part is an overview of thegrass-roots’ collaborative disaster response. This part summarizes the basic concepts andcontent of collaborative disaster response and collaborative platform of disaster responseof grassroots. The fourth part is the status quo of build grass-roots’ collaborative platformof disaster response. Firstly, this part empirically analysises the status quo of buildgrass-roots’ collaborative platform of disaster response. Secondly, the reasons for build lagof grass-roots’ collaborative platform of disaster response be summarized detailedly. Thefifth part is build of grass-roots’ collaborative platform of disaster response. Firstly, thispart describes the building principles and systems’ composition of grass-roots’ collaborative platform of disaster response. Secondly, build process of grass-roots’collaborative platform of disaster response is described by the purpose and requirements ofconstruction.
