Research On The Relation Between Grass-roots Cadres And Masses In The Government Response Process

From the perspective of the public relations,the government is the main body,but grass-roots cadres are the direct performers of communication and persuasion with the masses.The relation between cadres and masses is a pair of interdependent and progressive political relations.In the process of maintaining the harmonious relationship with the masses,the government response takes the responsibility of releasing information to the society,undoubtedly playing a key role like the old saying ‘success is everything,failure is nothing'.In recent years,various types of events need to be responded,and their effects have been highly focused,in which especially public safety incidents are closely related to the safety of people's lives or property.After responding,the face-to-face communication between grassroots cadres and the public is a dynamic test,which measures the impact of the government response on the “cadres-masses” relationship.Therefore,this paper aims at the government response,focusing on whether the relation is affected,analyzing the current situation and the mental activities of the masses,so as to provide references for cadres to build all-round close and responsible images,enhancing the credibility and trust of the government.This study takes the James E.Grunig's relationship strategy model as the theoretical basis,taking questionnaire survey method and semi-structured interviews method as the main research methods.It takes the Shouguang flood incident as the clue,and then selects T town as the research object.Conducting analysis from the perspective of public relations,after sorting out the press conference and the situation of the subsequent relationship between grassroots cadres and the public.Based on the relationship strategy model,combining with certain strategy processing of the topic,it is concluded that the harmonious relationship should start from four aspects: Legitimacy,Responsiveness,Two-way Communication andTrust.Through questionnaires and interviews,it was found that the relation between the cadres and the masses was generally harmonious,and there was no inevitable connection between the government response and the relationship.However,there are some cases of alienation,such as “ Tacitus Trap " challenge,unbalanced characteristics of the public's satisfaction with the government response and grassroots cadres,double dissatisfaction caused by the improper government response,some cadres' impatience and the group psychology,etc.The main reasons for these problems are the weak credibility of grass-roots government,insufficient risk prevention awareness and response incompetence,loopholes in supervision mechanism,and weak public awareness.Finally,this paper holds that the key to maintaining the relationship between cadres and masses lies in the government and cadres.They should stick to masses lines to serve the people,integrate social forces to spread information,provide social support and carry out relationship repair work.In short,communicating actively and then eliminating the misunderstanding between cadres and masses is the key.
