In2006,"the no.1" file explicitly proposed that" speeding up the development of ruralsocial undertakings, training new farmers who can promote new rural construction ofsocialism ".In2007, the no.1" file CPC Central Committee and State Council on thepositive development of modern agriculture and solid construction of new socialist ruralareas to promote a number of opinions” clearly stated building of modern agricultureultimately depends on new farmers who are well-educated with technology and knowledgeof management. Under the background of today,cultivating modern farmers is urgentrequirement to develop modern farmers and promote the building of the new socialist rural.The study takes the Personnel training as a clue,builds a theoretical framework for trainingmodern farmers,this study based on actual situation of cultivating modern farmers ofAnhui province,and proposes the corresponding countermeasures. This study not only hassome innovative,but also has great Practical significance.The study divided into six chapters.Chapter1setsout the Backgrounds,purpose andmeanings of this study. Carries out an overview of domestic and international researches onthe issue of farmers cultivating; teases out the basic framework of this study. Chapter2discusses the theoretical of basis for training modern farmers. First defines the connotationof the new type of farmers, and then discusses the theoretical guidance on the new farmerscultivate of economic cultural science, human capital theory and education economicstheory. Chapter3analysis the trend of our rural human resource layer, focusing on thegovernment-led,market-led and academic-driven three kinds of farmer training and makesthis three model a comparative analysis. According to the questionnaire survey data inAnhui province, chapter4analysis the farmer quality status, supply of training anddemand of the present situation, find out the gap between farmers in Anhui andmodern farmers and the main problems existing in training process. Chapter5analyzesforeign models of cultivating farmers, including the East Asian model,the NorthAmerican model and the Western Europe model, and summed up the impact of thesemodels on modern farmers training in China. Chapter6put forward relevantcountermeasures and Suggestions on how to promote modern farmers cultivation, includingimproving our legislation, establishing a diversified funds-input mechanism, improvingtraining system, explicating keynote of the education etc. At the end of this article, theauthor gives a corresponding summary.
