In the Government's public management , the civil servants as public policy makers and practitioners, the providers of public products and the organizers of the public service, play an important role. Transforming government functions, improving administrative efficiency, improving the government's image, fundamentally speaking, is to change the concept of the administrative idea, improve the enthusiasm of civil servants, innovate the administrative means, and this require a comprehensive civil servant incentive mechanism. The establishment of an effective civil servants incentive mechanism on the one hand to improve the creativity and initiative of the civil servants, and improve the effectiveness of the government management. On the other hand, incentives also play an effective role in preventing the alienation of power for building an integrity government. This paper start with the concept and the type of incentives, Analysis of the Western theory of human nature assumptions, content-motivation theory, the process of motivation theory and the integrated incentive theory in the purpose of gain the inspiration for China's civil servant incentive mechanism. Then, Analysis of the concept and the particularity of China's civil servant incentive mechanism , examine the pay system, examination system, training system award and punishment system, promotion system and the choice of specific incentive methods, hoping to find the breakpoint for the perfect of civil servant incentive mechanism. Through the analysis of incentive mechanism, put forward general idea for civil servant incentive mechanism from innovating the incentive philosophy of civil servants , creating incentive environment, optimizing the design of incentive system, and enriching the incentive methods. The general idea is: A perfect civil servant incentive mechanism is based on the innovative of the incentive philosophy, making good use of the role of various incentives is the core idea, strengthening the administrative cultural construction is the guarantee, reasonable career planning is a strong support, the purpose of a perfect civil servant incentive mechanism is to construct a efficient, integrity, dynamic and harmonious government. In this demonstration, there is a kind of thinking permeated: A complete incentive mechanism includes incentive philosophy, incentive systems design and incentive methods. The incentive systems design and incentive methods under the guidance of the concept of incentive philosophy, interact with each other and jointly play a role. The improvement of the civil servant incentive mechanism is the unity of the innovation of incentive philosophy, optimization of systems design and the diversification of incentive methods.
