Research On County Governments’ Competition From The Orientation Of Inclusive Development

From the period of planned economy to current market economy, county governments’competition has always been in China. Especially after the tax sharing system reform in1994, county governments’competition became much more competitive. After China’join of WTO, county governments’ competition had been promoted to be superlative. As30years’high speed of economy growth and rapid increase of GDP, its’no doubt that county governments contributed a lot to economy development positively. Meanwhile, harmful county governments’ competition has been viewed as research targets, constantly analyzed and discussed by scholars. Why does county governments’ competition happen, what is this competition’ harmful representation, how to optimize this competition? The purpose of the thesis is to analyze and research these problems. The significance of this thesis concludes two aspects of theory and practice. O n the aspect of theory, the research and study of former experts is not enough, and the systematic works is rare. Therefore, this thesis attempts to reinforce research of theory based on a new perspective of Inclusive development. On the aspect of practice, as Chairman Hu Jintao proposed the theme of Inclusive development, it has very important practical significance for optimizing county governments’competition behaviors, resources allocation, and coordinating development of different regions.The thesis can be divided into four parts:In the preface part, with reality of economy and society development in China, it elaborates the theoretical and practical significance of researching local governments, especially county governments. From different times and subject perspectives, it also summarizes and reviews the domestic and foreign research of this topic. The second part is the introduction of related concepts and theories of county government. It defines government and county government, competition and county governments’ competition, elaborates the reality and significance of Inclusive development. The third part is specific review of county governments’competition nowadays. Firstly, this part analyzes the economy, political, administration roles, and economy, political, social functions of county government, the domestic and foreign background of county governments’ competition, and basic information of W county and C county in Hebei province. Secondly, it takes those two counties as examples, researches current situation, harms and reasons of harmful county governments’competition. The current situation of harmful county governments’competition contains environment pollution, illegal demolition, over-competition of investment promotion, severe local protectionism, prevalent repetitive construction phenomenon. The negative effects of harmful county governments’competition contains blocking optimizing resources configuration during regions and industry, affecting current and future interests of local residents, leading to unbalance of local economy and social development. The reasons of harmful county governments’ competition concludes unbalance of finance power and management power after reform of tax sharing system, unicity of current official performance assessment index, enlargement of county governments’political and economical interests. On the base of describing representation and harm of harmful county governments’competition, it researches reasons of this competition. The forth part is discussion of measures of optimizing county governments’competition from the orientation of Inclusive development. The measures include:setting the idea of Inclusive development; building the competition mechanism of Inclusive development, such as building performance assessment index of Inclusive development, which means consideration from only GDP to integrated development; founding social participation mechanism of Inclusive development, which means governance by only government to government and society; setting up cooperation platform of Inclusive development between governments, which means increase from close to open.The thesis carries out research from the perspective of Inclusive development, and hopes to get some improvements on the theory of studying county governments’ competition. The unique feature and innovation of the thesis is:the innovation of perspective of research, which means on the base of perspective of fiscal federalism, public choice theory, new institutionalism and governance theory, it applies the perspective of Inclusive development; the innovation of subjects combination, which means using subjects fusion of management, economics, and political science; the innovation of solution measures which means carrying on innovative illustration and research from the perspective of Inclusive development, constructing competition idea and mechanism of Inclusive development.
