An Anlysis Of The Setting Procedure Of The Housing Guarantee Policy For Migrant Workers In Wuhan From The View Of Multiple Streams Theory

As the development of the urbanization, there are more and more migrant workers who give up their original way to work and pouring into cities to find jobs make great contribution for the economic advancement of those cities. However, the low salary, the poor housing conditions and the hard life of migrant workers cause many social problems which are harm to social harmony. Recently the appeals that people need to pay more attention to migrant workers’housing conditions are increasing. At the same time the central government, all local governments and the all sectors of community also attach importance to the housing problem of migrant workers. This thesis regards the setting procedure of housing guarantee policy for the Wuhan’s migrant workers from the view of multiple streams theory as a illustration to get the universal rule to offer some useful suggestions for government and some department to analysis the policy of housing guarantee.This paper regards the multiple streams theory as tool and discusses some typical cases to give the normative and empirical analyze to the procedure of setting the housing guarantee policy for the migrant workers. The main part of this paper is divided four parts:the preface and the other three texts parts.In the preface, this thesis firstly has a brief introduction of the reason to choosing this subject and the investigation of research statue about this problem. Then the thesis arranges and concludes some research achievements of the scholar from all over the world, giving a definition of the range and target in this paper, finally showing the views, methods, structure and innovation of this thesis.In the first part, the paper puts the focus on analyzing the multiple streams theory and the adaptability in setting procedure of the housing guarantee policy for the migrant workers. By interpreting and discussing the multiple theory, analyzing the condition and procedure of policy agenda of the multiple streams theory, it proves that comparing other existed theories, the multiple flow theory is much more suitable to analyze the setting procedure of the housing guarantee policy for the migrant workers in China.In the second part, the thesis explains the setting procedure of the housing guarantee policy for the migrant workers in Wuhan by the multiple streams theory. This part put the stress on the facts that the question stream, the policy stream, the politics stream caused by the setting procedure of the housing guarantee policy for the migrant workers in Wuhan, the basic expressive form of those factors, and the way that the three streams getting together, then make a further discussion of setting procedure of the housing guarantee policy for the migrant workers in Wuhan.The third part shows some theory inspiration by analyzing setting procedure of the housing guarantee policy for the migrant workers, which regards the setting procedure of housing guarantee policy for the Wuhan’s migrant workers as a illustration to get the universal rule that using the multiple streams theory improve the system of the setting procedure.
