Dynamic Analysis Of The Changes Of China's Shanty Town Reconstruction Policy From The Perspective Of Multiple Streams Theory

As an important theory of policy change,multi-source theory provides an effective analysis perspective for us to explore the driving force of policy change in shantytown transformation in China.The change of China's shantytown reform policy depends on the convergence of the source of problems,policy and politics.This paper first explains Kingdon's multi-source theory framework,and analyzes its applicability to China's policy changes.Then,based on 29 national-level shantytowns reform policy texts selected manually,the evolution of shantytowns reform policy is sorted out.The policy evolution is divided into three stages:the pilot exploration stage from 2004 to 2007,the comprehensive promotion stage from 2008 to 2012,and the development promotion stage from 2013 to now.Finally,the dynamic mechanism of the policy change of shantytowns transformation in China is analyzed by using the multi-source theory.We conclude the logical framework of policy change.Indicators such as per capita income level,price of commercial housing,area of shantytowns and population,the financial crisis in 2008,the process of urbanization and other emergencies,the feedback of current policies and the government budget have promoted the development of problem stream.Government officials,state-owned industrial and mining enterprises,commercial banks and shantytown transformation enterprises,experts and scholars and NPC representatives have promoted the development of policy stream.The government's ruling philosophy plays an important role in the political stream.Initially,China's shantytowns reform policy was opened by the "problem window" into the policy agenda,which opened the shantytowns reform in China.However,with the deepening of the reform process,the problems become more and more serious,and the difficulties faced are more and more.The promotion of the governing concept of government leaders is becoming more and more important.Later,the national promotion and development promotion of shantytown renovation was carried out through the "political window".At this stage,the transformation of shantytown has developed into a new historical period,facing new challenges and difficulties,and an opportunity period.It is believed that under the guidance of the ruling philosophy of our party and state leaders,the problem of reforming China's shantytowns will be solved,and the goal of "residence and residence" for all residents will be truly realized.
