Research On The "New Policy" Of Ningbo Internet Contract Car From The Perspective Of Multiple Streams Theory

This paper is based on multiple streams theory as the explanation framework and theoretical foundation,choosing "new policy" for Ningbo online car booking as an example,meanwhile,giving feasible suggestions for further improving the decision-making ability of local governments.The multiple streams theory is originated from the West and could not directly adapt to the characteristics of Chinese political ecology.Based on China's reality,Kindeng's multiple streams model should be improved.The idea of improvement is to list policy makers separately from the political stream and to reflect the core position of policy makers.At the same time when the three streams work,they as tools help policy makers to form a window of policy.After the policy window is opened,with the proposing of the policy agenda,the adoption of the alternatives,and the continuous observation of the follow-up implementation and revision of the policy,the mechanism of multi-stream flow should be analyzed from more comprehensive perspectives.Using the improved multiple streams theory,an analysis has been made in the network car new policy formulation process from the national level network car new policy formulation process,Ningbo local level network car new policy formulation process,and Ningbo local network car new policy implementation.According to analysis the condition about policy environment,interest subject and policy makers,compare the differences of interest mechanisms in different links.The paper puts forward three suggestions: Firstly,it is highly concerned about the stream of problems in most policy processes.It is necessary to pay attention to the focus events,respond to public opinion demands in a timely manner,strengthen crisis management,and rationally guide public opinion trends.Secondly,we must pay attention to policy stream.The softening process of quantitative change accumulation should open the policy black box,gather opinions from multiple parties,smooth communication channels,and promote two-way softening;Thirdly,in order to rationally use the political power,government need to promote the opening of policy windows which is according to the central government guidance and to be established by the local realities.Meanwhile,it needs to prepare effectively implement alternatives.
