Since the reform and opening up, with the development of market economy and promoting the process of political democratization, political environment gradually relaxed, citizen virtue awakening, society has undergone tremendous changes. In this historical condition, different kinds of Grass Non-Government Organizations have grown up. They play an important role in the economic, social, cultural and other aspects. However, at present, the Grass NGOs still face with many limitations, mainly as follows:harsh policy constraints, lack of funds and human resources, unreasonable organization management pattern, weak culture foundation. The above four factors seriously restrict the development of the Grass NGOs.In order to find a reasonable path for the development of Grass NGOs, this research takes the whole society as a system, Grass NGOs is a role of social system, and its status and role is the result of interaction with other factors.The article discusses role playing of Grass NGOs and its three links: role expectation, role perception, role practice. Because of limitation, there are differences between role expectation and role practice, role imbalance resulting. The predicament of role Imbalance seriously affects the development of Grass NGOs. The author analyzes the concrete manifestation of role imbalance, role conflict, role dislocation and the role failure. In order to explore a reasonable path for Grass NGOs, the author fixes a new position for the Grass NGOs and constructs an ideal role model from three aspects of its rights, obligations, effect. At last, the author supplies path to realize the role model from System, resource, organization structure and culture four aspect.
