Research On The Role Of Grass-Roots Government In The Renovation Of Shantytowns

Renovation of shanty towns is a project benefiting the people.For the transformation of shantytowns,the state has issued a number of targeted policies,and set up special funds to promote the overall transformation process.Good results have been achieved in the past decade.However,with society development and people’s economic level improvement,people’s needs are also diversified,which has brought many obstacles to the transformation of shantytowns in recent years.In addition to the early compensation for land requisition and relocation,the quality of life of people after the transformation and the protection of low-income people have limited the continuous promotion of the transformation project to a certain extent.How to move forward the progress of shantytowns transformation and what specific policies need to be implemented are matters that the government needs to focus on detailed discussion and planning,because once the formulation of policies deviates from the needs of the masses,it will have an irreversible adverse social impact.In terms of the actual implementation of the transformation project.Due to the imbalance between the interests of all parties,the conflict between the government and the masses has become more and more serious,which greatly destroys the people’s trust in the government and damages the credibility of the government.This paper focuses on shanty town reconstruction project of Pangong District in Xiangcheng District of Xiangyang.Based on field research and interviews of related administrative departments,this paper summarizes the lack of organizational ability of government during process of the project,as well as the absence of supervising for government behavior,inadequate protection for residents from government,and inadequate consideration of profit demand by government.Meanwhile,this paper analyse the reasons of these problems,including the absence of preliminary planning,the lacking of research,ineffective supervising system,imperfect guarantee system,and blocking communication channels of profit demand and so on.Finally,combined with the advanced experience of some cities,this paper puts forward the role orientation of the grass-roots government Xiang cheng District Government in the shanty town reconstruction project,and from implementing the main responsibility of the government,being the leader of the shanty town reconstruction project,perfecting the supervision and guarantee mechanism,being the supervisor of the project reconstruction,protecting the interests of residents,being the provider of social relief and deeply understanding the needs of various parties,As a regulator of conflicts of interest,this paper puts forward improvement measures for the current inadequate role positioning,so as to provide reference and reference for the reconstruction of shanty towns similar to pang gong area in the future.
