Affected by factors of rising costs, excess capacity, structural adjustment, the influence of such factors as our country’s economy continued downward, showing a "new normal". Affected by this, the manufacturing industry of our country is also showing a "new normal", layoffs, pay cuts and closing factories caused a series of collective labor dispute happened. The largest number of such controversy because of the participation, rights and interests of laborers, social order, such as regional economy has a great influence. As Paul A Samuelson puts it, "the labor market are often the interest disputes, the source of social conflict and political turmoil." It is easy to switch to the contradiction between labor and government if the contradiction between labor and capital can not be properly handled. And contradiction between the last often points at the grass-roots level government. Therefore, grass-roots government how to run the collective labor dispute has been introduced to the analysis of the core.
