The concept of "the rule of law index" was firstly raised by the World Bank in the report "Where is the Wealth of Nations" in2005. Since then, the rule of law index, as a rating system on regional law status, has been recognized and accepted by more and more scholars and governments around the world. In recent years, questions on the rule of law index have been raised and discussed in China. The construction of rule of law in China is continuous perfected nowadays. A quantized and indexing rating system is a rational measure to objectively reflect the process and progress of nomocracy in China. Therefore, how to commit the rule of law index into practice by scientific and rational designing, and how to make such "imported" concept adapt to China and make it and important part of the process of law nomocracy are the significant research directions in China.This paper begins from dissecting the concept of "the rule of law index", and explores the significance of the concept combining with the existent practices home and abroad. Next, this paper analyzes catalytic role on the law nomocracy and the deficiencies, and then find out the theoretical feasibility and offer suggestions on the Chinese rule of law index in practice.The practice on rule of law index in Yuhang is the most typical example of rating nomocracy in China and it was recorded in the China "Law blue book" for three consecutive years. So the Yuhang rating system of nomocracy, as a positive example is focused in this paper. The example is analyzed in the matter of design, running, supervision, implement effects. After indicating the advantages and disadvantages, this paper offers suggestions on how to perfect the rating system on law nomocracy in China by comparing with the precedent home and abroad.
