Research On Construction About Intensive Economic Growth Of Rule Of Administrative Law In China

General Secretary Hu Jintao clearly noted that in our country, the change of economic growth mode and the adjustment of economic structure have reached to the critical state. We are socialist market economy, the government has a strong power to macro control the economy, the government’s act is closely related with the economic growth. The target of this paper is to promote the thorough adjustment of economic growth by standardizing the government’s administrative act. To build intensive economic growth mode, first of all, for the act of officer, we have to change the performance evaluation system which simple pursuits the economic growth in the total, build the performance evaluation system of pursing economic efficiency reducing energy consumption, improving the level of the technology, and change the government’s thinking of development; second, for the functions of our government, we should actively establish a service-oriented government, to be a limited government, responsible government, and provide a favorable legal environment for economic growth; third, the government should improve the administrative guidance act and use it to control the economy, and regulate administrative guidance approach, and implement related industry plans and industrial policies, improve the development and implementation of administrative guidance act; last, for rule of administrative law, we should do well in response of system for the intensive economy, in the legislation, we should speed up to formulate education law and technology law, in law enforcement, we should strictly enforce the environmental law and law in resources area, in judicial area, we should create a fair administration of justice, keep the market fair and equitable. Only in this way, the rule of administrative law can service the economy better, if so, we can build the intensive economy mode. By looking the running of administrative law, not only deep the understanding the relationship between the law and economy, but also give the decision-makers judicial workers some reference.
