Research On Administrative Guidance From The Perspective Of Local Service-oriented Government

Administrative guidance is an important subject which has high research value in terms of theory as well as practical significance.As one of the governmental behavior methods,it has come into being as the result of economic and political development. This system embodies the interactive mechanism between governmental functions and social demands.In the modern society,the establishment and operation of administrative guidance should be based on the coordination among government ,market and society with a view to achieving the balance between public powers and individual rights.According to the survey of the introduction of administrative guidance in Suzhou,this paper tries to build a theoretical framework for administrative guidance from the perspective of Local Service-oriented government.It analyzes the development of administrative guidance in our country and the relevant problems and causes so as to provide beneficial reference for the improvement of the administrative guidance in China in various aspects such as basic principles and route selection.All these efforts aim at extending the theoretical range of the research on administrative guidance and facilitating its employment.This paper is divided into 5 parts.The introduction mainly talks about the background and significance of this subject,and makes some comment on the research of administrative guidance in Current academic circles.Chapter one explains the basic meaning of the concepts of service-oriented government and administrative guidance,introduces the theories and practices of administrative guidance abroad and analyzes the role that it plays in administrative reform.Chapter two describes the introduction of administrative guidance in Suzhou and makes a summary and reflection of the practical experience in administration.Chapter three puts forward a bold suggestion to build administrative guidance under the guidance of the philosophy of service-oriented government on the basis of organized theory and practical experience.The construction principle and nature of administrative guidance in the on-going service-oriented government establishment is also pointed out in this part.Chapter four designs specific ways to ameliorate administrative guidance and stresses that it should adopt the people-centered thought as the total program.It holds that administrative guidance should accept the prerequisite of respecting people's will and should be improved along with the progressive development of the ideas of governing by law and governing by policies.
