Studies Of State Emergency Plan In The Implementation Of Disaster Relief In China

In this paper, on the basis of the existing laws and regulations of public emergencies and emergency systems and background of the Wenchuan earthquake, in the first place, the paper analyzes and introduces the meaning, the types and the role of emergency plans, and the meaning and the procedures of implementing the emergency plans simply, and then analyzes the achievements of state emergency plans implementing in the Wenchuan earthquake, including the emergency plan as a basis for the rescue significantly improving the overall efficiency, emergency plans maximize the mobilization of the armed forces and the community participation and information dissemination timely, accurately, objectively and comprehensive, and then the paper focus on the analysis of the problems of state emergency plans implementing in the Wenchuan earthquake and the reasons for these problems, because of lacking the democratic and scientific decision-making mechanisms, lacking of scientific decision-making capacity to activate the emergency plans, insufficient attention of local governments lead to the shortage of material security, lacking of the compound of emergency plans to response the public emergencies and the principal part dispersion, which led to the implementation of emergency plans in the Wenchuan earthquake appeared the situation that the emergency plans did not meet the requirements of the rescue of the catastrophe, the emergency response according to the emergency plans is not in place to start, the emergency plans lack preparation of materials, comprehensive coordination of the implementation of the emergency plans is poor, the specialist group participating in the emergency decision-making is not timely and the communication of various sectors is inconvenient in Wenchuan earthquake emergency disposal. Finally, by the research and reference of the implementation experience of emergency plans in the United States and Japan, and combined with China’s reality to propose countermeasures to solve the shortages in the specific implementation process of China’s disaster relief emergency plan, including formulating a comprehensive emergency plan for catastrophe, improving emergency plans’activate mechanism, preparing emergency supplies, improving the coordination of the implementation of emergency plans and strengthening the management of emergency plans, in order to make the government to improve their ability to deal with unexpected public theoretically.
