Research On The Formal Description Of Emergency Plans

Recently, many kinds of emergencies take place frequently. How to solve the emergency properly has been an important aspect to test the administrative ability of the government. The solution of the emergency is a systematic engineering, where the initiation and implementation of the emergency plans is a key process. Emergency plans describe the domain knowledge of emergency, and it is the basis of high-efficient emergency response.Considering the diversity of the emergency and the pertinence of the solutions, even the same emergency, while happening in different time and locations, may have different problems to be solved and distinct measures to be adopted. This greatly confuses many decision-makers of emergency responses when facing some emergencies, leading to the process delay of the emergency response and needless losses. This paper presents the formalizing description way of the emergency plans which describes the emergency plan in formalizing way through the frame of emergency mode. We can use such formalizingdescription way to control the process of emergency.The characteristic contents of the paper are presented as follows:First, this paper brings forward the frame of emergency response mode.We research on actual process of emergency management of typical cases in the four kinds of emergencies, build the general flow which can be used in most emergency responses, and presents the definition of the emergency response mode. We also analyze the emergency response mode and put forwards its frame and representation method.Secondly, we realize the formalizing description way of emergency plans with high adaptability.Based on the previous modes and the correlative concepts and ways of other fields, this paper presents the total construction scheme of the formalizing description ways of emergency plans according to the latest classification of the emergency. We have finished the formalizing description emergency plans in the basis of the frame of the emergency response mode. We use the actual cases to explain the detailed process of the extraction of the entity set, the construction of the relation set and the mapping of the relations of the entity set, and finally show the implementation flow of the formalizing description way of emergency plans.Finally, we design a template system of emergency response. This system provides formalizing description of emergency plans and the flat for using the knowledge of emergency plans which make the decision-makers timely get the problems to be solved and the related task set to be dealt with when facing the emergency.
