Since China implemented its reform and opening up policies, Fortunately, with the progressing development of social community construction, the community started to assume the main responsibility to afford public social service and the community charities were extraordinary supportive for characteristics to easily implement and to be naturally administrated. The community charities share grand privileges to integrate the grassroots level population and are effective to enhance the social effects and impacts. Nevertheless, to promote the community charities, operation coordination, fund-raising, service designing, organization and staff trainings and management, as well as the operation strategy are all should be tightly concerned. Based on the survey and research upon the community charities organizations in Shenyang City, the author figured out the passive status quo of their operations and delivered the mainstream reasons, such as the lacking of standardized management, the insufficient resources, and slack regulations, to hinder the development. Therefore, this article focused on the study and analysis towards these problems and aimed to provide suggestion to improve the situation and to create a much mature and effective community charities organization system in Shenyang City.This article discussed the research background and motivation to study the operation strategies of community charities organizations in Shenyang City, analyzed their current operation system according to the essential influencing factors, cataloged the operation systems, and particularly chose three organizations as models to make precise analysis under similarity and distinctiveness comparison towards their foundation, staff arrangement, fund raising, benefit groups, supervision and regulations, etc. so as to draw conclusions upon the troubles lagging their development. Finally, under the theoretical framework of Civil Society Theory, Welfare Pluralism Theory and Trust Theory, this article approached to explore the optimization research upon the better development of operation systems of community charities in Shenyang City.
