The Research On Development And Countermeasures Of Philanthropy In China

It was the first time to put forward that philanthropy should be developed by theParty during the Forth Plenary Session of16thCPC Central Committee. In2010, it wasmade clear again that social security system needs advancing the philanthropy in theAdvice on the Twelfth Five-year Plan for National Economic and Social Developmentmade by the Fifth Plenary Session of17thCPC Central Committee. At present, thedevelopment of Chinese philanthropy relates not only to China’s construction ofsocialist modernization, but also to the requirement of harmonious society.The charity organizations develop quickly at present with the increasing numberyear by year and there’re many activities of different content and forms. However, thedevelopment of China’s philanthropy is not mature. There are many dilemmas. Forexample, the charitable legal system is not complete; the relationship betweengovernments and charitable organizations is not clear; the charitable organizations arenot standardized; the charitable environment is not encouraging, etc. All the dilemmasdoes not make the effective allocation of charitable resources. Therefore, China’sphilanthropy still needs improving according to theory and practice.This paper is divided into5parts. The first part is theoretical overview introducingphilanthropy and its related concepts. The second part narrates the current situation andsignificance of philanthropy. The third part analyzes the dilemmas faced byphilanthropy. The fourth part introduces philanthropy models of Taiwan andsummarizes good experiences to learn. The fifth part puts forward somecountermeasures to improve China’s philanthropy.
