2011is the50th anniversary of the establishment of OECD. After50years’ development, OECD has become one of the most mature economic cooperation organizations in the world, and has made great contribution to world economic growth, trade facilitation, environmental protection, regulation of multinational enterprises’ behaviors, education popularization, etc. Nevertheless, most documents of OECD are soft laws, which do not have the binding force that hard laws have. The aim of this paper is to find out how these documents can been enforced. Through the analysis of the execution mode of OECD’s soft law, this paper draws inspiration for the establishment of an independent Asian economic cooperation organization.This paper consists of six chapters. Chapter one is about the introduction of OECD and the analysis of its characteristics.Chapter two mainly introduces the basic conception of soft laws and its differences between hard laws. This chapter also draws a conclusion that most documents of OECD are soft law.Chapter three discusses the ordinary execution mode of soft law and lead to the special execution mode of OECD’s soft law.In chapter four, NCP execution mode of OECD’s soft law and its practice example is described in detail.Chapter five analyzes the feasibility of the establishment of Asian independent economic cooperation organization. Firstly, this paper gives a description of the status quo of Asian economic cooperation. Then it discusses the feasibility of Asian economic cooperation. Lastly, it gives a suggestion to the selection of Asian economic cooperation mode. Chapter six discusses the inspirations of NCP execution mode of OECD’s soft law to the establishment of Asian independent economic cooperation organization. Lastly, it gives the suggestion from the perspectives of soft law and the establishment of NCP.
