Research On Governance Of Urban Villages From The Perspective Of Collaborative Governance

Cities are the product of human social and economic development,and urbanization is the inevitable result of the improvement of productivity and social progress.In recent years,with the accelerating industrialization process in China,the increasing of urban population,the shortage of urban land,the rapids development of cities,and the problems of urban villages have gradually emerged.Urban village is a phenomenon that the city is surrounded by the countryside when the city expands rapidly under the special national conditions of China's urban-rural dual system and reform and opening up.Although the urban village is in the middle of the city,it gradually moves closer to the city in many aspects,such as industrial structure and lifestyle,it still retains the rural management system and management organization.In many respects,there is still a big gap compared with the city.The problems in architectural planning,living environment,environmental sanitation,social security and management of the urban villages are becoming more and more prominent,which is incompatible with the overall development of the city,bringing troubles to the management of the city,seriously affecting the overall image of the city and hindering the healthy development of the city.Therefore,various cities in China have carried out urban village governance.Although the governance of urban villages has made great progress,community security,living environment,infrastructure,etc.have been greatly improved,the governance of urban villages in many places is still limited to physical level transformation,such as public culture,social security system,and ideological and moral issues of villagers in urban villages has not get too much attention.Even more,it causes problems in the process of governance,and has falls into the predicament of urban village governance.Therefore,it is necessary to integrate the forces from the perspective of coordinated governance to achieve overall and comprehensive governance of urban villages,comprehensively improve the living standards of residents,promote urbanization,and build a harmonious society.Taking Tai'an City of Shandong Province as an example,this paper analyzes the problems and causes of the urban villages through the combination of theory and practice,and expounds the current situation of governance of urban villages,the effectiveness of governance,and the problems and dilemmas which still existing in the governance process,and draws on the experience of the models and successful experiences of urban villages in different cities and towns,puts forwards the strategies based on the governance of urban villages from the perspective of collaborative governance.The research content of this paper is mainly divided into the following parts: The first part is the introduction,which mainly includes the research background,research significance,research status at home and abroad,research framework and research methods;the second part clarifies the concept of urban villages and governance,introduces the theory of urban-rural dual system and the theory of collaborative governance,and proposes the theoretical framework of the coordinated management of urban villages,providing theoretical support for the governance of urban villages from the perspective of collaborative governance.;the third and fourth parts are empirical analysis,introducing the general situation of urban villages in Tai'an City,Shandong Province,the problems and causes of the urban villages,and analyzing the current situation and specific measures of the governance of urban villages in Tai'an City,the effectiveness of the governance of urban villages governance,and the dilemma of the governance of urban villages from various angles.The fifth part introduces the typical success stories of the comprehensive management of urban villages in China,and provides valuable experience for the governance of urbanvillages in the future.Through the preparation of the first five parts,the sixth part proposes that coordinated governance is the rational positioning of the governance of urban villages,and the five major governance bodies of the government,village committee,villagers,market and non-profit organizations should be clarified.Positioning and responsibility,handling the relationship between them and improving collaborative governance Barrier.The seventh part summarizes and forecasts the governance of urban villages from the perspective of collaborative governance.
