Government’s administrative performance often directly affect the populace to the government’s approval or not. But there are long distance between government’s capacity of the strain, policy response、the actual performance with the public in the request and the expectation. In recent years, the government departments use a lot of methods to improve the government administrative performance and service quality, for example the benchmarking study method, etc. Research shows that the employee’s work motivation can effective improve organizational commitment and then it can improve employee’s personal work performance, for our country basic unit government civil servants. Whether improve work motivation will also affect organizational commitment and promote the improvement of the work performance?In sorting and analyzing the related literatures, this study based on the work motivation is divided into inner work motivation and external work motivation two dimensions, and organizational commitment is divided into effort commitment, value commitment continuance commitment and three dimensions and finish the job performance as a whole according to our country’s basic government independent characteristics of the civil service concept of constructing the model and put forward about work motivation, organizational commitment and job performance of the four related hypothesis. It is mainly the research object of HeBei province in southwest WeiXian six villages and towns of government officials. Questionnaire investigation and data collection using typical sampling and random sampling method.The test result of the research hypotheses said:(1) the basic government the work of our civil service motivation, organizational commitment and job performance are in general level, including external work motivation slightly higher than the inner work motivation;(2) the basic government of civil servants, within the work motivation on organizational commitment and job performance has positive correlation, and the influence of the external work motivation is bigger(3) the value of organizational commitment and effort commitment in work commitment has positive significant effect on performance continuance commitment to the work has positive influence on performance.
