How to effectively improve the performance of civil servants is the focus and difficulty of the research in the field of public management.The new public management movement focuses on results,and the results-oriented pursuit of performance did not solve the problem of inefficiency in the public sector,but caused the government’s credibility to begin to decline,etc.problem.The performance level of grassroots civil servants in our country is relatively low,and performance appraisal should play an important role in motivating civil servants and further promote the work performance of civil servants.However,in practice,performance management does not play a role in motivating civil servants.In order to effectively improve the work enthusiasm of civil servants and promote the government’s work performance and credibility,the field of public management has begun a wave of research on public service motivation.Public service motivation is an altruistic tendency,which has a positive effect on motivating civil servants and promoting their work performance.Civil servants are the specific main body that generates government performance.Therefore,studying the factors that affect the performance of grassroots civil servants is an important part of government performance improvement.The performance of civil servants is often affected by a variety of influencing factors.The individual characteristics of civil servants and organizational environment factors may have an impact on their work performance.Public service motivation is an inherent psychological motivation of civil servants,which can motivate civil servants to improve their performance.Serving others well,improving the enthusiasm of work,and public service motivation opens a new perspective for government performance management research.Relevant scholars in the field of public management at home and abroad have conducted related researches on the motivation of public services,and the existing research has laid the theoretical foundation for the research of this article.From the perspective of public service motivation,this research constructs a research framework of four research variables about public service motivation,service-oriented leadership,job performance,and job satisfaction based on existing related research,and takes job satisfaction as Intermediary variables are introduced into the research,and service-oriented leadership is used as a moderating variable for analysis.Through empirical analysis,the research results verify the hypothesis that public service motivation can significantly promote the work performance of grassroots civil servants;and pass the test that job satisfaction plays a part of the mediating effect between the two variables,that is,public service motivation can act on job satisfaction Through the influence on job satisfaction and then on job performance,it analyzes the moderating effect of service-oriented leadership perceived by grassroots civil servants in the organization between public service motivation and job satisfaction.Due to the limitation of sample size,the conclusion may be biased.Finally,based on the results of the empirical analysis,this article finally puts forward some thoughts on improving the performance of civil servants in order to improve the performance management of the government.
