The increasing of public affairs, the transformation of government functions and the increasing of public expectations and demands to civil servants lead to the work-related stress of the basic civil servants increasing quickly. How to effectively improve the situation of the work- related stress of the basic civil servants not only affect the civil groups'physical and mental health but also on the performance of the government, even to the government image. The study of job stress of basic civil servants have important academic and practical value.In this paper, the civil servants at the basic level is the primary object of the study. It analyses the relationship between job stress and job performance systemly. Based on theoretical analysis, combining the characteristics of basic civil groups,constructed the conceptual model, and proposed five hypotheses. Hypotheses have explained mainly work stress and job performance in the individual differences on background characteristics; the relationship between work stress and job performance; the relationship between each dimension of job stress and job performance; work stress has the disadvantages and the advantages to the performance of basic civil servants.This paper takes civil servants at basic level in the counties of Tangshan City as examples to collect data. This investigation issued 220 survey questionnaires and recovered 166 valid questionnaires. The effective recovery reaches 84.6%. This paper uses the statistical software SPSS 17.0 to sort out the questionnaires and analysis. Then, the paper conducts correlation and regression analysis to test the study hypothesis.The hypothesis testing results include the following aspects:Firstly,work stress, job performance are different on characteristics of different personal backgrounds. Secondly,the situation of work stress indicated that the work stress of basic civil servants in counties of Tangshan City are generally high. The two highest stressors are from the operation mechanism of the organization in the environment and the work itself. Thirdly, work stress and job performance negatively correlated.Fourthly,work stress has a dual role attributes: benign and inferiority, there are a positive correlation between benign stressors and job performance and inferior stressors and poor job performance negatively correlated. Stress from the organization and operation mechanism in environmental and task itself are positive stressors. The stressors from role of cognitive, career development, interpersonal relationships are inferior stressors.
