Study On The Problems And Countermeasures Of Local Government In Managing The Public Crisis

Now, as our country is in the period of social transition, various social contradictions and public crisis becoming inevitable. And these mainly happened in the small and medium-sized cities. That is a challenge to China’s local government as the main director of public management. In the public crisis managing, as the participators, local government, media, people and NGO should make efforts to defeat the crisis together. In the public crisis management, the local government should publish relative information about the event that has caused people’s high attention in time and make communication with them. That is crucial to control the mass public order. Nowadays, with the constantly improvement of networked social information, people’s right to information and participations rights, people’s positivity to issue appeals and supervising through various media has been greatly improved. Whether the right is considered seriously by the government will partly results in the solute of the crisis. As the bridges between government and people, their functions can affect the trust level of people to government and then affect the solving of the public crisis. In our country the NGO is on the beginning stage, but we can see through the cases in developed countries that NGO can be largely speed up the solute of the crisis. This should be took into consideration by the local government in the public crisis management.This paper bases on political communication theory, crisis life circle theory and public relation theory. Government, media, people and NGO have been considered as the participants of public crisis management. In this paper, Shishou Event happened in2009is presented as examples, analyzing the process of crisis managing of the local government And then find out the problems in the crisis managing of government, media and people:the service consciousness of the local government is not enough; the crisis consciousness of the local government is not strong; there is a lack of communication between government and the public; government’s response in public crisis is late of public voice; the concealing and misreporting of information of the government; the mistaken of media mislead the public voice, and so on. Finally. relative advices about the local government, media and the public are proposed.Although the NGO is not mentioned in this case, its functions can not be neglected, the interactivity between local government and NGO should be improved.
