At the present days, in the domain of preprimary education, the "difficulty entering the kindergarten" becomes the problem of the people’s livelihood which has influenced the stability and development of the Chinese society. There are many parents lining up through the whole night in front of the gate of the best-level kindergartens in order to get their child into them and this kind of phenomenon has emerged in many cities, that’s why the word "difficulty entering the kindergarten" turns out to be one of the most popular words on the Internet. This problem has drawn the highest attention of the central and local authorities, and thus it causes different kinds of policies which intend to solve this problem. The domain of preprimary education is the foundation of the compulsory education, but the lack of both correct orientation and guidance in a long term causes the unbalanced allocation of the public services recourses in this particular domain and meanwhile, the relatively fewer resources leads to the social phenomenon of "difficulty entering the kindergarten and expensive costs for the entrance".This article is based on the theory of public products/services, and through out the analysis of nature of preprimary education and the determination of it, we arrived at the conclusion of the inevitability of the governmental functions required in the domain of preprimary education. By conducting the researches and analysis of the real cases for the current situation of the preprimary education in a district of Jinan City, we’ve found the following problems:such as non-sufficient number of public serviced kindergartens; unbalanced allocation of the teaching staff; lack of financial investments from the government; low level in the quality of some kindergartens; absence of supporting facilities all around and difficulties in shutting down the ones without license. After comparing with the different governmental functions in the policy guidance, legally binding, resources balancing and official supervision, we’ve got the main problem of "difficulty entering the kindergarten and expensive costs for the entrance" lies in the vacancy of governmental functions in the changing process from the planned economy to the market economy.Therefore, in this article, we suggest the government should be in the field of pre-school education to establish a "1+3" system of government supervision, The following functions:the first is planner of the policies of preprimary education, and by establishing the relevant policies, we could lead the healthy development of the preprimary education career; the second is input body for public finance, and by founding the preprimary education system, we could enlarge progressively the investments of the finance, extend the input channels and make sure the representation of the public welfare and generalized preference; the third is controller of the reasonable resources’ allocation, and by appropriately allocating the resources, we could create circulation channels, ensure teaching resources as well as materials and manage multiple flow of them for the purpose of balancing the development of preprimary education; The fourth is market supervisor of preprimary education, and by providing enough administrative staff and coordinating multiple sectors to work cooperatively, we could reinforce the supervision of developer, investigate the qualification of kindergartens, form the standards for them, regulate the development of the market of preprimary education, in order to ensure the government is able to provide public preprimary education services to the society in higher quality.
