Administrative efficiency can affect the soft environment construction,improve the administrative efficiency and serve a improved power-assist of the economic comprehensive strength to a certain extent, whether it is high or low. As the important national strategic economic zonein shandong province,"Blue and yellow area"has been demanded to strongand high quality development,which requires the two area looking for new development ideas and improving development efficiency and quality.Based on this background, this study will conside the "blue yellow area" as the core research sample, according to Train of thought "the actual research,the research status at home and abroad,theoretical research,the establishment of index system,data collection, comprehensive evaluation,comparative analysis,countermeasures and suggestions", mainly studythe construction of soft environmentin the course of their respective administrative efficiency. The paper constructs the soft environment administrative efficiency comprehensive evaluation systemand on this basis, respectively, using the methods of analytic hierarchy processand data envelopment to compare the "blue yellow area" and the nine cities horizontal,hoping to find their existing problems and its reasons in the process of development,and put forward to some related countermeasures and Suggestions.Through the study found that,firstly,the "blue yellow area" has good hard power of economic developmentin a few years after its been approved of development.But its has relatively low development of soft power. Soft environment construction efforts still need to been strengthened,by integrating administrative management system and establishing integrated management mechanism of the "blue yellow area",to condensethe scatter developmentpowerinto comprehensivesoft environment administrative development of the thewhole district; Secondly,in the view of the input and output factor,"blue yellow area" should increase the input and outputin the aspect of administrative services,the quality of life,social security and stability,social environmental publicity and governance,to make up theshort board of two area inthe soft environment administration and prompt the development of soft environment construction with high quality and efficiency; Thirdly,from the future prospects for development."the blue yellow area"was still in the stage of increasing return scale with optimisticdevelopment prospects and largedevelopment space.If a normalized government performance evaluation can be established and the benign policyimpetus of development can be Strengthed in the government management,"the blue yellow area" wil make greater achievements.
