Da Sac Public Sector Human Resources Management Question Research

Firstly, in chapter one, my thesis is begun based on approaching concept of human resource and human-resource management, distinguishing between human-resource-management activities and traditional human-management activities, analyzing the significance and the importance of human-management activities in public area. Secondly, in chapter two, I continue to analyze the main steps of human management, including7main activities, namely human resource plan; recruitment and choice; socialization and orientation; making working motive; training/improving and development; evaluating activity result; promoting, transferring, demoting, dismissing. This analysis includes concepts; implement process and methods; and the notes of each activity; approaching them in general theory of management science. In chapter three, I will present human management activities in public area in some developed countries around the World through their specific stratagem and strategy for these activities. There are three countries, namely Singapore, France and Korea. This thesis mainly focuses the most advanced and successful points of each country; and clearly shows what makes them successful; why they are successful and what the nature and important points of these stratagem and strategy are. In chapter four, this thesis starts to present the human management activities in public area in Danang city through researching, presenting the content of main policies about these activities which Danang city carried out in current years; and analyzing strong points and weak points of these policies based on theory and practice. In chapter five, the final chapter, the thesis deeply researches and analyses the shortcomings and mistakes of human management activities in public area in Danang city based on closely following above7main activities in theory part. After that, I present solution system. Finally, I research the practicability, show difficult points and outline how to deploy these solutions in the situation of Danang city in particular and Vietnam in general.
