The Government Performance evaluation is short-term and long-term impact andeffectiveness of the government itself or other social organizations through a variety of waysof government decision-making and management behavior of political, economic, cultural,environmental analysis, comparison, evaluation and measurement. Began in the1990s,China’s local governments at all levels to actively carry out the exploration of theperformance evaluation. Township government is the lowest level of political organization inthe state administrative system, but bear with planning and organizational basis of publicfacilities, the construction of public welfare, important duty to provide public goods andservices, to play with the other levels of political organization can not be replaced to a crucialrole. The same time, the township government is the direct execution units, implementationand management services for the people, and accept the supervision of the grass-roots level ofgovernment. The level of administrative efficiency, a direct impact on the level ofgovernment’s administrative capability and image credit. Research, formulate acomprehensive science township government performance evaluation system, build a correctview of achievements oriented performance management mode, is effective in improving theinstitutional guarantee of the government scientific development capacity, and has importanttheoretical and practical significance.In this paper, the use of the interview method, comparative studies and other methods,the completion of the evaluation system to implement the scientific concept of developmentby2011Jiangmen, the street leading bodies and leading cadres empirical research, in-depthunderstanding of the motivation of the management of the government, which exploresuitable mode and method of performance appraisal of the regional situation.
