The pension issue has always been the focus of people's livelihood.China has entered an aging society with a large number of elderly people,so it is urgent to solve the problem of old-age care for the elderly.Due to the acceleration of population flow and the core of family structure,the pension function of family has been weakened.At the same time,due to the late start,slow development and imperfect infrastructure of the community pension mode,its pension support function cannot take effect immediately.China's pension service system is facing huge challenges.Institutional pension,as an important part of the pension service system,has a broader market demand and development space,and can bring social capital and civil forces together.In recent years,although the number of private pension institutions is increasing and the scale is expanding,there is also the problem of unbalanced development.In particular,small and medium-sized private pension institutions are facing some difficulties in the process of development.This paper takes three small and medium-sized private pension institutions in Y District of J City as an example.Through field investigation of endowment institutions,from the old man basic situation,the staff of an organization configuration,safety management status,hardware equipment and nursing service situation,institutional funding sources and institutions outside support seven aspects research the basic situation of private small and medium-sized endowment institutions.According to the current situation,the following problems are found in small and medium-sized private pension institutions:The organization is understaffed;Low risk tolerance;Poor service quality;Lack of institutional development funds.The main reasons are as follows: low salary and treatment of small and medium-sized private pension institutions,lack of risk defense concept of the institution's founder,failure to provide differentiated services according to the needs of the elderly,and limited external financial support of the institution.Based on the theoretical basis of social support and social welfare,this paper puts forward suggestions and countermeasures to promote the healthy development of small and medium-sized private pension institutions.Private pension institutions should strengthen their own construction,strengthen the construction of the staff,improve risk awareness,improve their service capacity;Local governments should play a supporting role in the development process of private small and medium-sized pension institutions,implement preferential policies,increase capital investment,and strengthen the publicity of pension ideological transformation.Lower the threshold of market access,stimulate market vitality,and establish a cooperative information platform among pension institutions;Establish the external support system for institutions for the aged,attach importance to the emotional support of families for the elderly in institutions,so as to promote the sound development of institutions.
