On December 29,2018,the Seventh Meeting of the Standing Committee of the Thirteenth National People's Congress passed the Civil Service Law of the People's Republic of China(Revised Draft).The law came into effect on June 1,2019.This is the first revision of the Civil Service Law 12 years after its implementation.This has an important impact on grassroots civil servants who account for more than 70% of the total number of civil servants.The "Civil Servants Law of the People's Republic of my country" is a comprehensive law for the management of cadres and personnel in our country.It is an important manifestation of the legalization of cadre management.This revision is a milestone.In our country,basic-level civil servants are the most terminal administrators in the national governance system,the main body of building a service-oriented government,and directly represent the government's image.However,the current poor situation of grassroots civil servants is manifested in the narrow development path,unsound development guarantee mechanism,and not obvious supervisory role.This has had a certain negative impact on my country's improvement of the work ability of grassroots civil servants,and promotion of the professionalization and skillization of grassroots civil servants..Therefore,in order to comprehensively improve the work efficiency of grassroots civil servants,give better play to the incentive role of the "Civil Servants Law",and broaden the career development prospects,it is necessary to fully study the impact of the implementation of the "Civil Servants Law" on the development of grassroots civil servants,and seek to realize the continuous improvement of the grassroots civil servants.Perfect path.The current "Civil Servants Law" fully embodies the advanced legislative thinking of our country's organization and personnel management system.The impact of its relevant legal system on grassroots civil servants is mainly reflected in the parallel system of job ranks,which broadens the promotion channels;strengthens positive incentives to improve work enthusiasm;pays attention to supervision and management and strengthens restraint.However,there are also some shortcomings in the implementation process,such as changing from "running officials to senior officials" to "running senior officials";evaluation and assessment go through the field;the phenomenon of "on-the-job pension" appears.In response to these problems,we will explore reasonable solutions based on the system operation practice of the "Civil Servants Law" and the development characteristics of grassroots civil servants.Through material incentives and spiritual incentives that complement each other,improve and improve the evaluation system of grassroots civil servants,and promote the legalization of grassroots civil servants' administrative ethics,promote the continuous development and improvement of the grassroots civil servant system to cater to the characteristics of the new era,and to build a high-quality,reasonable structure,and recognized by the masses.The cadre team provides solid legal protection.
