China's "Civil Service Law" stipulates that the state implement a civil service exchange system,which is an important part of the civil service management system.From an organizational point of view,through communication,it is conducive to the rational allocation of government human resources,thereby improving the quality of government work and performance-and to a certain extent,reducing the danger of clean government risks arising from the long-term work of civil servants in the same position.From a personal perspective,it promotes the professional development of civil servants;broadening their horizons and accumulating experience.However,there is often a conflict between organizational needs and individual needs in the process of actual communication.So,what are the deep-seated reasons for the conflict between organizational needs and individual needs in civil service exchanges? What is the impact of the conflict? With the state of conflict between organizational needs and individual needs,where is the future management of civil servant exchanges going?Shenzhen City was selected as a research case.Through interviews and questionnaires on the two levels of Shenzhen administrative agencies and civil servants,it is known that the civil servant exchange in Shenzhen has the inherent tension in the operation of the bureaucracy-that is,in the process of Shenzhen civil servant exchange.On the one hand,the organization demands to achieve "bureaucratization",emphasizing high rationality,hierarchical system,specialization,impersonalization.On the other hand,individuals demand "de-bureaucratization",emphasizing irrationality,flattening,enrichment,personalization.This has led to conflicts between organizational needs and personal needs in the exchange of civil servants in Shenzhen;the influencing factors of communication are inconsistent,thewillingness to communicate is not uniform,and the communication requirements are not matched.The further analysis of the interview data and the results of the questionnaire revealed that the deep-seated reasons for the conflict between organizational needs and individual needs in the exchange of civil servants in Shenzhen are: the contradiction between a hierarchical system and flattening,the conflict between impersonalization and personalization,the paradox of specialization and enrichment,and the game of organizational interests and personal interests.This will bring the following negative impacts to the government: affecting the government's human capital appreciation,threatening specialization,and not being conducive to creating a harmonious administrative ecological environment.Therefore,the management trend of promoting the return to balance between “organizational needs and personal needs conflicts” in the exchange of civil servants in Shenzhen should start with the transformation of exchange ideas,the improvement of communication system elements,the promotion of different forms of communication,and the introduction of two-way selection mechanisms.
