Trust is not only an important factor of a personal quality, but also the foundation of social development. However, trust crisis often occurs in the society, as well as public sectors under current social transition, because of the lack of social subject consciousness explaining the intension and extension of modern trust. Civil servants as the administrative subject of the public sector, Their trust behavior directly affected the image of the public sector, and occupies an important position in the social trust system. In terms of Chinese background, to strengthen the trust construction of civil servants is a necessary measure for building a harmonious socialist society.The past study of civil servants’ trust behavior generally discuss the construction of trust system and put forward the corresponding improvement measures, while there’s little microscopic research on civil servants. However, as the administrative subject of public sector, civil servants’ trust behavior is the key to public sector trust construction. Therefore, to discuss civil servants trust behavior and their motivation, not only has important theoretical significance to the trust behavior itself, but also has urgent practical significance to the trust construction of civil servants.The civil servants trust behavior and motivation inventory are discussed based on the organizational behavior theory, motivation theory and the trust index system of civil servants. The scale is divided into three dimensions: individual factors, organizational factors and trust behavior. The selection of civil servants moral models as the research object, moral models in some sense represents the moral standard of a country or a region and the moral sign post of the whole society as well. In view of the characteristics of small coverage and the dispersed group of moral models, 190 case analysis and 100 questionnaire survey were used in this study.With the aid of SPSS statistical analysis software, correlation analysis and regression analysis showed that case data analysis and questionnaire survey results are basically consistent, which means that the scale can reflect civil servants’ trust behavior and motivation. The results indicate that:(1) Civil servants’ trust behavior is significantly related to both individual and organizational motivations;(2) Trust value among individual factors is the top reason of affecting the civil servants trust behavior, while the sense of responsibility ranks the second;(3) Moral culture among organizational factors is the main reason of affecting the civil servants trust behavior and the next is organizational leadership. It can be concluded that civil servants trust behavior includes duty trust behavior and social life trust behavior, while the individual factors and organizational factors are the motivations of civil servants trust behavior.According to the above conclusions, we proposed the following measures to realize civil servants trust behavior: Enhance the trust values of civil servants, and raise the sense of trust responsibility by internalizing trust behavior into one’s habit, and in the meantime strengthening the functions of organizational factors. Specific measures are as follows: First, building the trust educational mechanism, improving the individual trust level of civil servants. Through the trust education, change the civil servants view of trust, gradually set up the public-interest-oriented values, form the sense of responsibility, and transfer them into internal trust behavior; Secondly, pay attention to the role of organizational factors by strengthening moral culture and organizational leadership in order to develop organization’s external guiding effect.
