As an important part of the Civil Service, the civil service selection system determines not only whether affects we can build an efficient team of civil servants, but also whether we can make our government more open, efficient, democratic and clean, as well as the image of the ruling party and the administration among people. What is more, it determines whether all the nation’s endeavors will succeed or not. Therefore, the party and the community has always pay great importance to the construction of the civil service selection system. Although the government implement the selection system based on the principles of openness, equality, competition and merit, and actively explore the implementation of a variety of selection model. But there are many problems remains in the civil service selection, specifically in the recruitment of civil servants, the assessment of candidates’competence is problematic in the evaluation system, the content of the evalution, items methods of assessment. Based on these, the paper give a review and analysis to the problem in the selection system of primary civil servants, and try to applied the competency theory to the selection system of primary civil servants, and bring up the idea that building the selection system of primary civil servants based on the competency theory. Thus, we can provide a beneficial reference for improving the public sector, and the quality of civil servant self-employment.
