Land tax system of the civil servants directly responsible for the tax management of an area,whether its ability quality qualified directly determines the service level of local government and the public management effect.To promote the service level of civil servants,it is necessary for the implementation of regular training,but from the perspective of the actual condition of China's current civil servants training has been in a"high investment,low returns" situation,the civil service training in most cases is become a mere formality,did not reach the effect of units or individuals within the time limit,the service level to a certain extent,affected the government.So how to improve the civil service training effect,the promotion of the public service level of civil servants for land tax section is very important.Based on local taxation bureau of haikou city as an example,in its current personnel structure,training present situation,the main training methods and the existing problems,and problems as well as the analysis one by one,and on the basis of fully existing research at home and abroad for reference,combining the actual status of the haikou city land to build the haikou city civil service competence quality model and puts forward some perfect measures about the training.After investigation found that the current haikou city land tax department civil servant training mainly exist the following problems:1,lack of training basic competency research and demand analysis;2,a single training mode;3,training courses cannot effectively promote recessive competence of civil servants;4,training teachers is monotonous;5,the lack of effective training effect of feedback system and so on.To solve above problems,the author through the existing research results at home and abroad,constructs the civil servants in haikou city competence quality model,the model of the dimension of index is derived from the existing research literature,questionnaire survey feedback and haikou city land tax section of outstanding civil servant's quality requirements and so on,are mainly political consciousness,legal administration,professional skills,to be honest and clean,and the comprehensive coordination,communication and other 15 quality indicators.On the basis of the specific model,from the establishment of training plan,training mode selected,the selection of training teachers,improve the training effect of feedback on several aspects of specific training process.At last the author also from organization safeguard,funds safeguard information feedback,information feedback,making training incentives,teachers safeguard and so on several aspects put forward several safeguard mechanism to ensure the quality of the land tax system of civil servants in haikou city competency training effect,through these opinions,hope to haikou city public servant training provides some reference opinions,not in other parts of the land tax department's training to provide some reference ideas.
