Research On The Participation Mechanism Of Volunteers In Public Crisis Management Of Natural Disasters In China

Due to the vast land,complex geological conditions,changeable climate and fragile environment,China is prone to frequent natural disasters.And the severity of the disaster,the wide distribution,the magnitude of the intensity,and the severity of the public crisis that it has formed,are rare in the world.In 2017 alone,about 140 million people have been affected by natural disasters in China,of which 881 have died and 98 are missing.The affected area has reached 18158.8 thousand hectares,causing direct economic losses of more than 300 billion yuan.There's little doubt that the government in the natural disaster of public crisis management main body role,however only rely on the government's emergency response mechanism is far from sufficient to deal with an emergency and the intensity of high natural disaster public crisis,must have the participation of social force.While volunteers as a crucial component of social forces,in the natural disaster in the process of public crisis management to participate in,to supplement the government in the public crisis management of natural disaster ability deficiency.From the point of view of volunteers,this paper explores the mechanism of volunteer participation in the governance of natural disasters in China.Based on the analysis of previous research results,this paper expounds the concept of volunteer participation in the governance of natural disaster public crisis.According to the theory of civil society theory,social governance and volunteer spirit and the core values of socialism theory as the theoretical basis,analyzes the characters of natural disaster of volunteer participation in the public crisis management and problems,as well as the causes of problems.Next to improve to solve the problem as the foothold,analysis for other countries and regions in the related aspects relatively perfect system and mechanism,and as a reference,further put forward the perfect our country natural disaster volunteer mechanism in public crisis management methods:perfect the natural disaster the volunteer recruitment mechanism in the public crisis management,the training mechanism,coordination mechanism of volunteers,and volunteers to safeguard mechanism.In order to make our country volunteers more orderly,timely and efficient participation in the natural disaster public crisis management.
