We are in the high-incidence season of natural disasters at present. if these variouskinds of natural disasters can not be handled effectively, it will not only damage ournational security, economic security, political stability, but also the order of our society.Governments all over the world should take the responsibility of managing the crisesthat various natural disasters bring to the public. The current crisis management systemin China have played an important role in preventing the happening of disasters,reducing losses caused by disasters, and protecting the national state and interests ofpeople. However, the limitations of the traditional bureaucratic system have blocked thedevelopment of government public crisis management. Whether introducing PublicParticipation theory into public crisis management of our government is not only animportant theoretical problem, but an unavoidable practical problem.There are many reasons for causing the problems, including the limitations oftraditional emergency mechanism; the imperfections of the law and policy ingovernment crisis management. The constraint of the traditional public conception; thelow overall quality of the public response to the crises, etc. Based on these analyses, thearticle discusses the successful instances of public participation in government crisismanagement in United States and Japan, and finally puts forward some specificsolutions. In short, with the development of civil society, the quality and awareness ofcitizen participation in government public crisis management will have a significantgrowth. In this process, the Party and the government’s active citizen participation areessential in promoting Chinese public crisis governance of natural disasters to maturity.Based on the reality and prospect, the article intends to make certain useful theoreticalproposals.
