In the process of economic and social developmenthuman, financial and material flows and institution cannot keep up with the pace of socialchange, so some social conflicts intensively outbreak during the transitional period.Suddenly-occurred public events are typical manifestations of the current social conflicts.Suddenly-occurred public events often involve specific majority, and receive widespreadpublic attention due to special circumstances. Direct and indirect losses caused by publicemergency in economic, political, social, and order are huge,and a threat to political stability,social security. Public emergency is often seen as a state of emergency around the world.Through the day-to-day management of public security, governments prevent the publicemergencies, and try their best to minimize losses after the events taking place. In the disposalof public event, when it comes to specialized issues of the case it needs to take the scientificmeans of identification to identify the facts of a case. Relatively mature identification toolshas become essential in dealing with emergencies in many ways. However, problems ofcurrent scientific identification in the process of handling public events still exist, as it isdifficult to guarantee the quality, fairness and justice of the identification. Scientificidentification remains to be strengthened. It is very important and very meaningful to makeemergency disposal and its identification of China more scientific, precise and standardized.Public event is a great concept, under which also includes a few subcategories,such asnatural disasters, accidents, public health and social security.The paper chooses "scientificidentification in public emergency management " as the theme and make " the identificationof several types of ’ event ’ disposal the angle ". The paper starting from emergency and theirdisposal, introduces scientific concepts of identification, and studies on the currentdevelopment of public emergencies and disposal condition using scientific identification inthe suddenly-occurred public events. Then it discover problems and probe into the causes ofthe problems and the nature. Finally it makes recommendations.The paper wouldsystematically study propositions of scientific identification in disposing of publicemergenciesStudy finds that scientific identification for emergency solutions plays an important and irreplaceable role, but starting right of scientific identification of emergencies disposal ismainly set in authority and for other interested parties in the right configuration is very unfair;scientific identification is lack of unity in the implementation process, standards andprocedures, and exercise of experts is subjective randomness； provisions of lawof identification is often a mere formality, difficult to implement; some incompetentpeople of quality entering into the expert team， expert witness qualificationmanagement seems vulnerability. These issues directly affect the scientificity and objectivityof scientific identification of public emergency disposal, and are contrary to the nature ofscientific identification. To have scientific identification in public emergencies disposalunleash their impact and promote sustainable development of identification, reformingscientific identification system of emergency disposal is necessary. Specifically, it isnecessary to improve laws and regulations of scientific identification to create a favorableinstitutional environment; developing, perfecting standard, evaluation procedures to enableidentification activity with scientific standards; strengthening quality management ofidentification to creat a pure, able team; strengthening the study on science and technology ofidentification and constantly breakting through areas of identification expertise so as to makedue contributions to deal with the contradictions and disputes,and the creating of harmonioussociety.
