Research On The Countermeasures To Improve China's Ship Registration System

China is a big shipping country.Shipping plays an extremely important role in the development of the national economy.The ship registration management is a regulator of the development of the national transport fleet and plays an important role in promoting and supporting the development of shipping industry.Maritime Code of the People's Republic of China and Regulations of the People's Republic of China Governing the Registration of Ships are the main legal basis for China's ship registration.With the rapid development of China's shipping economy,some new economic relations have emerged.The continuous experimental reform of China's free trade experimental zone has put forward new requirements for accelerating the innovation of the international navigation ship registration system.These new situations and requirements indicate that China's ship registration system needs to be improved and standardized,and China's ship registration and regulation system needs to be improved,so that it can better adapt to China's economic and social development requirements.This paper,using public policy implementation theory and new public service theory and other management principles,analyzes the status quo of China's ship registration management through historical research,comparative analysis and other methods,and objectively pointed out the shortcomings of China's current ship registration management,including imperfect ship registration legislation,incomplete ship registration procedures,incomplete ship type dictionary,insufficient informatization on ship registration,and unclear responsibility of ship registration authority.To this end,based on the advanced experience of the German ship registration management,the author has conducted in-depth research on the problems existing in the above-mentioned ship registration in China,and tried to propose thought and solutions to problems such as the establishment of higher-level legislation,amendments to the Ship Registration Regulations,and the increase of unusual ship registration procedures,the development of ship type comparison tables,the full opening of external network advantages,improve navigation safety management,and promote the transition of service concepts of navigational efficiency;Fourth,using existing resources,and through measures such as setting up a mooring area before berth,carrying out technical applications,the exploration of the application of electronic certificates for ship registration,the formulation of false claims and the liability for registration errors,to provide constructive opinions for the next step in the ship registration system reform,Revise or issue relevant laws and regulations.
